What was wrong

The Settings link in the composer usage popover opened Settings. But the popover stayed open on top of the Settings window.

The fix

ContextUsagePanel now takes an onOpenSettings prop. If none is passed, it uses the old behavior.
ContextUsagePopover passes a handler that closes the popover first and then opens Settings → Usage. The limits overlay already worked this way.
New test: click Settings → the event fires and the popover closes. It fails without the fix and passes with it (19/19).
